Clean the surface of the outer rim* of the platter proper with a soft stuff (cloth) that has been plunged into denatured alcohol. 

Don’t use acetone or any other similar liquid as it might dissolve the white colour on the outer rim of the platter!

Rotate the speed selector to one of the 0 (zero) positions - the rubber part should not touch the pulley. Re-install the motor on its place, put the mounting plate back into the case and gently put back the platter on its axle.

Finished - you successfully replaced the rubber wheel !

Don’t forget: Always rotate the speed selector to one of the 0 (zero) positions when the record player is not in use !
